I spoke to the carrier via email. In broken English they said the marina where they are hiding the boat signed a bill of lading. I confirmed with the consignor that nothing was signed at the original pickup site on the original pick up date. So what does that mean? These guys seem so amateur

It sounds like what I said. They have no legal DOT authority and are winging it, attempting to create paperwork, to convince you to pay.

Well the police told me they wouldn't file a stolen report stating it is a civil matter. Now I definitely don't know what to do. I'd pay these guys under protest but they don't even have a good address so I can sue them. They could just disappear and a lawsuit wouldn't be possible

Again your choices are simple: either pay and file suit or file suit and then pay. You need to make a decision ASAP because you are likely incurring daily storage costs for every day they hang on to that boat.

ok i understand i have to pay something. But the agreed upon price was 2200 and he wants 4400. Can anyone tell me how that works? It's twice the agreed price and the boat still hasnt even been delivered. Is there some paperwork I need signed to ensure this payment is taken correctly? Whats stopping him from asking me for more money? He wants a direct wire transfer into his account. that seems sketchy to me.
