Our dog accidentally got out of the house and chased the neighbor's cat up a tree. The tree was in a public right of way. Our dog never touched the cat. Our neighbors claim that the cat was injured during the chase and want us to pay the vet bill. Are we liable?
This happened in Anaheim, Calif.

Yes you are. If your dog did not get loose and chase the cat, the cat would not have suffered the alleged injuries. Your dog should have been on a leash.
