Exactly what does "change in circumstances" mean?

Could persistant denial of parenting time be that?

Sure , If denied Court ordered time , sure it is a Violation , and contempt of court orders .

Change of circumstances is just that , You could file a Modification Petition citing the violations , or a contempt Petition . but I'd go with aforementioned .
