I've already pointed out one potential problem. My state will not marry a couple if that marriage would be illegal in their home state. I don't know if IL feels the same, but quite frankly it's not as simple as yes or no, given the circumstances you've outlined.

Just exactly how much are you expecting from volunteers, anyway?

Yes, if both of them are residents of Illinois.

No. She can do it only if she will become resident of Illinois.
Also, they can get married in Indiana if she is pregnant, or delivered and the court approved it.

Some of you are saying it's possible but others are not. To clear things up the 16 and 19 year old are NOT having sex. They just need to know if they can marry in Illinois. Thank you for all the replies!
