What is the name of your state? NY
Can someone who's a legal US resident, working for an American related institue overseas, apply for citizenship in that country ?
Any help is greatly appreciated

A legal US resident? You need to clarify that. A permanent resident, naturaized citizen? US born citizen......

If the other country supports dual citizenship, then it shouldn't be a problem, however, depending on the actual status, staying out of the US for a certain period of time can cause you to lose that status.
