If a Judge rules on a civil case stating that the statute of limitations had expired and that the suit was frivolous and also imposed a 3000.00 fine to the client and 1000.00 imposed on the client's attorney for bringing a frivolous suit to his court then under reconsideration the Judge admits that he had made an error that the statute of limitations had not expired mortgage fraud civil case and reduced the fine to 1500.00 Rule 11 sanctions for excessive TRO's against the attorney.....did the Judge violate my civil and constitutional rights and as a client retaining a lawyer for representation is the client responsible for paying the sanction or the client's attorney?

No civil or constitutional rights were violated here. Moreover, the judge corrected the error after the motion for reconsideration, so no harm was done by the error. As for who pays the penalty for the remaining Rule 11 sanctions, that is going to depend on exactly what the judge’s order says.
