I live on the first floor of a 3 flat condo. There is a laundry room/storage room beneath my condo and I've noticed there is not any insulation between the ceiling of the basement and the hardwood floors of my condo. Needless to say, I freeze during the winter months and my gas bills average $300 during the cold months.
Since the ceiling in the basement is considered common area, do I have a right to request our condo association pay for insulation to be added to the space between the ceiling and my floor. Or is this my responsibility?
