Confused as to my next move

I disagree.

Even if the OP gets a clear AZ license now, the VA conditions will hinder future licensure. Unless this is his last license, it is better to clear his VA record now. Any future action will be much more expensive.

I agree that he should fix his Virginia issues now as it just gets more difficult with time, he is in a reasonable state for procrastination.
Arizona licenses are good until you turn 65 rather than having periodic expirations.

More often than not when fines/fees are involved as a result of a traffic offense by an out-of-state driver and those penalties are not paid, the DMV in the state of offense will notify the license holder's state and request a suspension - this happens all the time. If anything it would be a suspension and not a revocation, but the end result is the same.

This happens - SOMETIMES. But time has already passed since a very serious offense and nothing has happened. If your license is good until you are 65 OP and you are say, in your 30s or 40s and never plan to return to Virginia don't pay the fines. If it is important for you to go back to VA at some point then you need to get paid up. Also if you don't pay DO NOT attempt to exchange your AZ license for a license in another state. They absolutely will conduct a national check and will not only keep your AZ license but not issue you a new one. AZ will keep renewing your license non-stop.

So if you move out of AZ you will have to maintain an address there as your "permanent address" and keep your license and vehicles registered to that state. This can be as simple as renting a Private Mail Box with a street address.

Who said anything about false residency? You can elect to have your permanent address anywhere you like. This is still a free country after all.

If you live in another state, then your residency and current address is going to be in that other state. You can have a permanent address anywhere but that doesn't mean it is your legal residence though.
