Jam its time for you to learn how to read a electric meter , Go outside get the reading, write it on your calendar in the kitchen , do it again at the end of October and subtract so you have a rough idea of how many KWHs were used then your electric company can tell you how much it charges per KWH, how much its basic monthly fee is , how much percentage wise state tax and fed tax and if theres a local on the bill they can tell you it too then multiply and you should be able to figure out how much the electricity cost and if you are ever charged more by the LL than the totals from the meter add up to then you have good reason to tell him you know for a fact that the amount he is asking for is too much since you read the meter your self.. Your free to suggest to the LL that he could have a submeter installed so he can more accurately determine what your homes charges are. Also on the net there are plug in sub meters you can buy that would go between a air conditioners plug and the wall outlet so you can see exactly how much that ac or any other item uses .
