State of CA.

Landlord lives on the same property as the rental we rent from. Her son a convicted felon was deported. She brought him back via a coyote. He was living here for about 5 yrs, ended up in court again and was sent back to prison. He'll be getting out soon, and we think he's mother may pay the coyote again. How legal is this?

It's not legal. But, there's really nothing you can do about it except report them to ICE when and if he returns.

Since there is no state law prohibiting convicted felons from living with the landlord, there is nothing local law enforcement can do about the situation. And, in CA, local law enforcement are prohibited by law to ask about immigration status or even contact ICE to report him if they find out he is illegal.

I wouldn't have any issues, either. The problem being that ICE does not typically have roving patrol units that can respond to take people into custody. Unless the name the OP knew them by was the same name ICE had them under, even they may not be able to ascertain who they are, whether they are illegal, and whether or not they were a serious enough problem that it might warrant a response just for them.
