Thanks for the input everyone...But if the CP has already made a decision to use the medicaid and disregard husbands insurance, then we just have to go along with the ride i guess.
But the reason i brought this up is because after calling the CS auto telephone system to retrieve balance info on husbands acct...We found out that hubby is getting billed for something extra...because for the past few years when we called to check on balance the system would say that the monthly child support obligation has been met and zero balance is remaining in the month...but now since CP has got the braces for child we have noticed the system telling us monthly support has been paid but it is saying he has a balance left remaining around 50.00 bucks...so it has never been like that before..and yes husband owed the state for arrears and they took out of his check to pay the state off.
When we got the letter earlier this year about a increase in money being paid to go towards arrears owed to the mother it was only for a 50.00 increase, which my husband's employer didn't have to change his pay to meet the increase because husband always paid the extra 50.00 for the past 5 years(on his own and not ordered)...so it just seems like someone is double dipping somewhere and CP won't let husband know anything and she has stopped husband from all contact from child, so she can keep us in the dark about anything she is doing.
There shouldn't be a remaining balance on acct each month if he is paying all that he is ordered to pay...something just isn't right with this...also i did find out the CP didn't get the full intercepted tax refund check the CSE took 1700.00 of it and gave the CP 300.00 of what was remaining. So we still don't know whether a balance to the state is still owed.
If CSE took out a large chunk of refund check, would they take it all to repay the state and then give the CP what is left after they are paid..or will CSE take a portion of the refund and give the CP some of it with state owed arrears still not fully paid off? We have a feeling that the reason behind the CP cutting all communication with husband and child is because she is trying to keep husband from paying off arrears owed to her before the child turns 18. Because husband has been paying that balance down as well. In other words the CP wants to nail my husband to the wall and if the arrears owed to her is not paid off by the time the child turns 18, she has the option to file a judgement against husband and his property and i know that she is going to do that because she will need the income to live off of because she doesn't want to work. Does any of this makes any sense to you all or does something sound strange?

If mom was receiving benefits for the child while dad was NOT paying support, the state will be reimbursed. Normally, they will keep all but a small amount of the support each month to pay the arrears owed to the state. Mom would still receive SOME money (usually around $50/mo) until the state is fully reimbursed. Your husband really needs to make an appointment to sit down face to face (or over the phone if need be) with the CSE caseworker and have them explain EXACTLY how much he owes and to whom does he owe it.

I agree also.
Husband does need to talk with case worker....because i wouldn't feel comfortable paying a balance owed, just because CSE says you owe this much and when we requested to see bills or something to make sure we do pay everything that should be paid back and so we can keep up with the balance, the caseworker never sends the info like she said she would... We are not trying to complain or whine about paying support like some people may do, we just don't want any double dipping going on, We just want to be able to keep up with the balance so if something does come up like now, were the system is saying he is current, but it is contradicting itself and saying there is a remaining balance, something can be done ASAP before things get too far out of control or too much debt arises unknown because CSE and CP is not keeping hubby informed of ALL changes/modifications.

Thanks for all of your info,...I think i will fax over my POA to CSE because i have more time to talk with caseworker than hubby does he is always deployed lately.

There is a better then average chance that CSE may not have their figures right. It happens all the time and they usually don't find out until someone brings it to their attention.
