Sure. I can do that. Start with 15 U.S.C. Then go to all three credit bureau web sites and search.

Make friends with, bribe or blackmail a collection agency sales rep to spill their company's data, or take a job with the collection agency and learn the process. Or you could just ask them. Repeat until you have three agencies to use as a baseline.
