My husband was accused by my daughter-in-law of hitting her. They argued and he shook his finger at her but he did not hit her. She said she was going to file charges on him and she did. Now He has to pay a $92.00 fine. On the ticket it says, did engage in fighting/threating harm to a person or property/ violint or turbulest behavior. Does this mean he hit her or not?

My response:

No, it means that his temper got out of hand, and his finger pointing and wagging, probably scared her into believing that he had the then present ability to strike her. In vernacular that you'll understand, he committed an assault (not a battery - which is actually an offensive touching). She could, in fact, sue him for the assault.
