Do prescription medication samples require a prescription?

What is the name of your state? Massachusetts.

For example, there are many websites in the USA where I live that offer samples of prescription medication. Is there any problem legally with ordering those samples without a prescription?

So long as the medicines and not scheduled controlled substances, you would not be breaking the law, though the dispensing party very well may be.

As Zinger says, you would be better served getting samples from your doctor.

How about modifinal samples from a website of a pharmacy in the USA? I’m not sure that my doctor has any samples so if legal it would be more convenient to just use the website. I believe that modifinal is schedule 4 of the controlled substance act. I gather that means ordering a sample without a prescription is not legal or advisable?

You can't legally do it without it being prescribed. Some of the online pharmacies will have a doctor give a consultation and "prescribe" them over the phone. The normal physician samples are provided to the physician who "prescribes" them by giving them to you.
