This is far from legal advice but I can say lortab can cause some drastic changes in a person's demeanor. When I was helping with the Vicodin matter I spoke of, when speaking of it to a friend he referred to Vicodin as causing a doctor Jekyll Mr Hyde response. I realized how true that was upon reflecting on my friends personality over the experience. When on Vicodin my friend was a totally different person. One I seriously did not recognize.

You may want to help your husband seek alternate therapies given your last statement.

Vicodin and Lortab contain the same active ingredient (hydrocodone).

You mention 3 out of State physicians who believe that your husband needs these Lortabs. Have one of them mail you a prescription. In the past, pharmacists in NY would usually fill out of State prescriptions. Here's the law for this:

Note that this law is from 2013 and may have changed.
It's possible that an electronic prescription may be acceptable.

Unlikely.

Only one state does not make use of the prescription drug monitoring database, the database of which allows doctors and pharmacists to review a person's prescription drug history. Many pharmacists and doctors are now required under their state laws to look up a person's drug history before prescribing or dispensing drugs. This is an attempt by states to stop doctor-shopping and the rampant abuse and illegal sales of prescription drugs.

New York's laws on prescribing and dispensing controlled substances (see Page 11 ... I think):
