Please read my responses and understand. Failure to participate in this program will not affect the OP's insurance at all. Why? Because the city is already inspecting the unit. The program is merely offered as a convenience to both the owner and the city.
But I am just curious... I know about this program becuase one time I call the city about excise tax and I ask him is there any I should know, then he mention this program. Even my agent haven't heard of this program. what I am saying is the program is not well-known. Would it be kinda weird that someone got their claim deny becuase of a program that's so unknown?

There is absolutely, positively, no requirement for you to participate. The program is there to help you and also to help the city (by freeing up the inspectors for other inspections.) It will not affect your insurance if you choose not to participate.
But If I don't participate, that mean the city don't know I am renting out.

If the city found out, most likely it is a recollection of fee plus fines, which I am ok. It is just the insurance that I am concern about.

Do you have a permit from the city to rent your place out? If you do, then you are already in the system, so to speak, and will receive appropriate inspections at whatever interval they are running them now. The program is an alternative to the city inspector coming out to inspect your place. You are not required to participate...it is purely voluntary.

If you don't have the proper permits to rent the place out, then it's entirely possible that your insurance company will give you problems (not to mention the city.) However, that is not related at all to the voluntary program you are asking about.

The city do not have a permit program for rental.

So to answer your question, the city doesn't know I am renting out....

The question has already been answered.

A fire claim won't be denied just because you didn't participate in the inspection program.

All I tried to do is explain that insurance is not that simple and there MIGHT be scenarios where the issue COULD have a bearing on your insurance.

But based on the situation you describe, it won't.
