I mean he(attorney) says you don't need to come, but he himself forgets to go for the alloted time.

I suppose that could happen, but, considering that this is what he does for a living, it is not likely to happen.

If an arrest warrant is issued, how or where do the the law enforcement agency locate and find you ?

They will either go to your home or place of business to arrest you, or, it could happen when you are next contacted by the police.

That shouldn't happen. Not sure why you're asking, but if your lawyer has that reputation, fire him or her. As posted above, you can show up for anything just in case. You can certainly also call your lawyer that morning and just ask how that meeting is expected to go. You may only reach his / her secretary, but can make the same inquiries to that person. If it's not on the calendar, the secretary will go into panic mode.
