Most states, including CA, participate in the federal government's program that enables states to exchange actions taken on a driver with other states. So if you get a speeding ticket in Oregon and you have CA license, you'll pay whatever penalty Oregon imposes for the speeding charge and the information will wind up at the CA DMV too, where you may face sanctions for it like suspension or revocation of your license, points assessed on your license, etc.
