If you plan to file claims with ebay or paypal, you might want to spend a while researching their policies and their time issues. Each has very a very specific window of opportunity to file a claim. (I can't recall what they are but at least one requires you wait for a specific time period.)

If some of this was by mail you can also file a report with a postal inspector.

My suggestion is to begin filing. If the title arrives, you can always drop the claims.

BTW, post the item number and I'll look at the auction and see if there might be another suggestion.
