Is an email agreement binding?

Person 'A' agrees to do such and such if Person 'B' does such and such.

Person 'B' fulfilled the obligations.

Person 'A' has taken a long time with no response.

No it is not binding. There is no way to prove that the person you are entering the agreement with is the person actually sending the e-mail.

Be smart and get the agreement in writing, or is it too late?
