Like I already explained IT WAS A JOKE. However, if an individual really WANTED to disburse the information, it is not only legal to do so, but the state will actually assist a person in doing so.

It was a JOKE! However, the Texas OAG will provide fliers containing all identifying and relevant info about a "deadbeat" for public disbursement.

Actually they can post WANTED posters but that is different than saying DEADBEAT. The Wanted posters do not assume the person is guilty. They state the person is wanted for failure to pay and if anyone knows let them know and they will arrest. So that is a bit different than putting up posters saying someone is a deadbeat.
