The emergency argument won't cut it.

But, if the spot were improperly marked, then you might prevail.

Here are the requirements for an enforceable handicapped parking space in a parking lot:

22511.8. (a) Any local authority, by ordinance or resolution, and
any person in lawful possession of an offstreet parking facility may
designate stalls or spaces in an offstreet parking facility owned or
operated by the local authority or person for the exclusive use of
any vehicle which displays either a special license plate issued
pursuant to Section 5007 or a distinguishing placard issued pursuant
to Section 22511.55 or 22511.59. The designation shall be made by
posting a sign as described in paragraph (1), and by either of the
markings described in paragraph (2) or (3):
(1) By posting immediately adjacent to, and visible from, each
stall or space, a sign consisting of a profile view of a wheelchair
with occupant in white on a blue background.
(2) By outlining or painting the stall or space in blue and
outlining on the ground in the stall or space in white or suitable
contrasting color a profile view depicting a wheelchair with
occupant.
(3) By outlining a profile view of a wheelchair with occupant in
white on a blue background, of the same dimensions as in paragraph
(2). The profile view shall be located so that it is visible to a
traffic enforcement officer when a vehicle is properly parked in the
space.

And, since parking citations do NOT go to court unless they are appealed all the way up the food chain, this is how they are handled in Culver City:

How do I request a parking citation review?

Detailed information explaining the parking citation payment procedure and administrative review process are printed on the back of the parking ticket.

Parking citation reviews are conducted by mail. Correspondence should be directed to the administrative review committee and mailed to the post office box listed below. Write a letter explaining why the ticket should be dismissed. Include all documents supporting your argument as well as anything of evidentiary value such as photographs, copies of permits or handicap placards, etc. These items will not be returned, so you are urged to keep copies for your records.

The written review request must be post marked no more than 21 days after the citation was issued. Although it is not required, you are encouraged to forward your review request via certified or registered mail.

The letter should be sent to:

City of Culver
P.O. Box 2404
Tustin, California 92781-2404


Failure to pay or contest the citation in 21 days will result in the citation lapsing into delinquency. Fines will be increased and notification will be made to the Department of Motor Vehicles directing them to refuse registration until fines are paid.

To make a long story short...I went into an AM/PM to pick up some corndogs, parked in a handicap spot for 2 minutes, ran in and came back out, and there was a cop issueing me a ticket - $330!!!!!!!!!! Is there any way I can contest this or get the fine lowered? Any advice would be appreciated.

Possibly helpful info: Land is under commercial zoning, does not have any available parking spaces for store patrons besides the 1 handicap spot, he was issueing ticket when I came out and did not allow me the opportunity to move it
That's Culver for you. I got my first speeding ticket, parking ticket , and red light ticket (I swear it was yellow on the way through!) at the Fox Hills Mall cross traffic light when the mall was closed! Those cops have it down. You probobly were so hungry you didn't see them waiting around the corner! Sorry for your down luck.

There IS a way to avoid those darn Handicapped parking tickets ... don't park in a handicapped space. Having a late father who needed, and a mother-in-law who currently NEEDS, those spaces, I can honestly say I don't have any sympathy.

I used to work in a large southern CA city and on slow nights I would write handicapped violations in the parking lot of a local shopping center near several very popular restaurants. I would often receive applause as I cited cars parked in handicapped spaces without the special placards or plates.

Too many people think that it's okay to park in these spaces as long as it is only for a couple of minutes! Well, it is NOT! Just as it is NOT okay to park in a fire lane even for a minute!

It's much the same as a poster elsewhere on this forum who thought that his battery offense wasn't that serious because he ONLY hit him once! Never mind that the one punch caused the victim to get stitches! There are no laws on the books that give an out for "ONLY" doing something one time, or for a "minute" or two. Sure, there are lesser penalties for many crimes without priors, but the first offense is still an offense whether one time, or for one minute.
