Regardless of 'what should be's and could've's, you are bound by the laws of the state, city, count and municipality in which you are physically present in at the time of the crime's commission.

By that law, you may not, repeat not, have sex with anyone under the age of 18.

By the time you were a Senior you couldn't date any Senior girls because they all had college boyfriends, and there was really no way you could compete with that. That's reality. This is a legal discussion. What they laws may or may not have been when you were in high school mean nothing. What you wish the laws were today mean nothing. Whether or not you believe the law is being followed or should be means nothing.
