Green card lost in the mail

What is the name of your state?CA
my friends green card was lost in the mail, never received, the mail piece has tracking and was last seen at the Hollywood USPS OFFICE.
It was obviously recognized & stolen.

What can I tell him to do? So far I told him to establish a case ID with his congressman.

Will he have to pay $500 for a replacement or is the USCIS Responsible since it is never received?

The problem is that the green card was never delivered. The OP is asking if it's possible (and how) to replace the green card without paying the fee because it was never received.
How to replace a card is explained in the link. They can call the number and ask if the I-90 fee is waived or not.

Why did you tell him to contact his congressman as the first step? It would make much more sense to contact the folks who sent it.
(I apologize, due to my recent health problems "heart event", my mind processes details in an analog way instead if digital)-
My friend already has contacted 1. his Immigration lawyer , 2. the USPS lost mail investigation unit, and 3. USCIS . But he is getting unclear information about having to pay again. So at this point, his lawyer made another request for the Green Card, but he wasnt sure if they would wave the fee. So Therefore, I told my friend to file a request for assistance with federal agency so that there would be a case file number ready to provide additional validity to the facts.

Once the USCIS put it in the mail it no longer had control over it and isn't responsible for whatever caused the green card to go missing. It might have been stolen. Or it might have just simply been lost. Either way it's not the responsibility of the USCIS that its gone missing. Moreover, the USPS is immune from suit for lost/undelivered mail.

The only thing you should tell your friend is to see an immigration lawyer for some assistance. You are not permitted to give your friend specific legal advice unless you are yourself a lawyer.

If your friend is low income there a number of law schools and bar associations in CA that run immigration clinics that may be able to help him. Do a search for "California immigration clinics" in your browser's search box and you'll see a whole bunch of them listed. You may give him that list and help him contact one of them to get help. Unfortunately, it might be that there isn't any other option than to pay the fee.
