I suggest that you contact the school's guidance counselor and talk to him/her about what you've posted here.

Do I ask my school guidance counselor for an IEP?
What if she unresponsive or unknowledgeable?
She has remarked in the past that "the school doesn't have the tools to provide me the help I need." Also reminding me that they "didn't advertise on that they did." By the way, it is a private catholic high school.

Why do I get the feeling I am being played?

Talk to your mom.

You are not being played. My mom is waste. She doesn't care and she gave up a long time ago. For example, right now she is still sleeping in bed. I guess the depression is in the genetics. I came here so I can get advice. I have to take this matter into my own hands now. If my mother, my ACS worker, my law guardian and my school counselor don't care, who will? I got screwed the first time and its not going to happen again. I need to do something. No one seems to be taking this as serious as it is.

First off - get back in school. Things will progress from there.

A private school does not have to provide an IEP. You may need to go to public school.

It is also clear that once weekly psychiatrist visits are not sufficient to address your issues. You should also be seeing a THERAPIST 2-3 times a week, until you have stabilized to the point that you can get out of bed every day. Then once a week might be enough.

That is a very good point. I am not sure if my insurance will cover 2-3 visits a week though.

How am I going to get this IEP?

Your mom would need to contact the public school district, so far as I am aware, to get you enrolled there and start the process.
