Maybe your situation worked out for all (or most) concerned, but you have to consider that there are many seniors who have raised their kids...and possibly their grandkids or other people's kids...and have come to the point where they just don't want to hear the noise, avoid the bike and scooter riders, pick up the leftover toys, clean up the "kidmarks" from streets and yards, and wonder about the extra traffic from unknown "friends"....etc. So they move to places where they can have peace. Considering their taxes are still paying for the next generation's public schools, it may not be too much to ask for places where they can decide to live without the younger neighbors.
But, all the OP needs to do is ask the manager/owner/board/resident authority about the policy and the alleged violaters.
