Not for something like this. Being drunk at work is not illegal or against public policy even if its a bad idea or a bad employee. Mind you, in Massachusetts being drunk at work will keep you in the Senate for half a century.
It's bad Karma to speak ill of the dead Dave. :(

You are going to look really stupid if you report your supervisor for drinking on the job and it cannot be proven. You think she doesn't like you now. She'll really have it out for you if you report her. Even if they discover she has been drinking on the job, there's no guarantee that she'll be fired. They could simply reprimand her and tell her not to do it anymore. Again, she'll have it out for you so much more than she does now. Why not just mind your own business and focus on doing your own job to the best of your ability?
