Typically pipes between common walls would be the responsibility of the building owner/HOA rather than the individual condo owners.

I wanted the OP to say that.

If the building owner is responsible for the repair of the pipe, it stands to reason that they are responsible for the repair of the damage caused by the pipe as well.
The OP needs to be putting pressure on the building owner/HOA to get the repairs done correctly.
