Let me clarify the main issue I feel is prevalent. To my knowledge, all states require a formal vin check on all vehicles transferred from another state by the titled owner to prevent title floating and stolen vehicle sales. This should fall to the dealer if he buys the vehicle from another state.

If it were me, I'd demand that the seller (the mechanic) provide marketable title or take the bike back, giving you a full refund.
