ID Theft or Mistaken Identity?

about a week ago I received a collection letter from Certegy Payment Recovery Services saying I owed them $50 ($30 + $25 returned check fee). Problem is, I have never been the the place they are saying the check was written at and They will not tell me any of the info they have on file for "confidentiality reasons". The bank the check was returned from was a bank I have never banked at in my life. Now after hearing the news report about Certegy having 2.3 million records stolen and sold to other companies I'm beginning to wonder what's going on. Certegy tells me that that info would only be used for solicitation purposes and nothing more. How do they know? Anyway, They want me to fill out a "Crime Victim Affidavit" stating my personal info including my SSN and if there is another person on my checking acct they want that persons info too including SSN, and they want copies of both out drivers licenses and want the bank info including my routing number. All this just for me to say that the person they are after isn't the person writing the checks.

They would not even tell me the drivers license # they had on file, only the last 4 which happened to match mine. I called and told them I was not sending them all that info some of which is totally irrelevent to the situation. I will however be sending them a notarized letter stating that it isn't me and I will not be paying this debt.

Does anyone have any advice for me in regards how to find out if this is infact ID theft of if Certegy just picked a XXXX XXXXXX out of the phone book and sent a collection notice. Please help. I do not want my credit report messed up because of this.

Nonsense. It sounds like you refused to verify your identity on the phone. It is simple - answer their verification question and then get into the meat of the issue.
