And the refusal to admit the inspector won't instigate any suspicion....
Not if the inspector is a hack and would rather make life easy on himself than harangue a woman who doesn't want open the door and to force the issue would shoot his quota to hell and take virtually all day to inspect one property when 100 or more is expected...

The point is the woman does lose anything by not VOLUNTARILY letting them in.

One time the fire marshal wanted in at my place. I didn't want to make waves too much as my landlord was there. so Basically I let em in within 1 second I grabbed a broom handle and proceeded to press the test button on the smoke detector. I then exclaimed. "YEP there is the smoke detector, you can get out now." The scene made more comical by the fact that I was most scantily dressed.
