A: No, he cannot

He cannot apply for the hardship license until thirty days have passed since the temporary license expired (thirty days from March 6) and he would be wise to have completed the DUI school, had a meeting with a counselor to determine if he needs more help or meetings, and proof that he completed the Victim Impact Panel. He may make application, but not at any old Florida license office. He needs to go to the administrative Florida Department of Highway Safety and Motor Vehicles (DMV) offices. For instance, if he's in central Florida, he may have to go to Daytona to apply. What county is he in?
We were discussing this earlier and was wondering what is the difference between License being suspended as to being revoked?

Does he still need to apply for a 'Hardship License' anyway?
