Interest Rate on Judgement

What is the name of your state (only U.S. law)? AR

I have a judgement against me and the interest rate is 13.9000%. I have found some information that states in AR the interest rate should not
exceed 10%. However, the institution is Federally operated I have heard
that there is a law that states they can only charge me Prime rate plus
5%. Is this true and if so where would I find this law and how would
I find out what the Prime Interest Rate was in October of 2003. I did find a website that gave some of that information it showed the interest rate in July 03 was 4.00 then it skips all the way to Feb 04.

Any help would be appreciated.
