What is the name of your state (only U.S. law)? Texas

First some background info:
My parents got a divorce back in 1993. A judge gave my mother 75% ownership of the house and my father 25% ownership. The IRS in 1993 / 1994 put a lien on the 25% ownership belonging to my father. The IRS did not (or is it could not?) force the sale of the house since my mom and the rest of our family was still living in it. My father to this date has never paid the IRS any money.
I've read that an IRS lien expires after 10 years unless they renew it or something.
Some questions:
Why would they renew it and not renew someone elses?
Would there still be a lien on the property now that it is 2010?
If there is, how would we go about removing it? Is there a form or something we would file?
Any additional advice would be appreciated.
