What is the name of your state? Pennsylvania

Long story short , I need to know if there is a PA code that prohibits drivers from accidentally carrying around the temporary insurance cards given when you first become insured rather than the actual insurance cards. The situation is the he was fined because he was carrying a temp card that had expired while he was pulled over. We had full insurance, but the perminant cards were at home in his desk.
