Update:

I spoke to the owner of the car today. He said he filed a claim today with my insurance company and the estimate would be about $500-800.

I asked for his insurance information again but he said he does not have it since he just got a car, not even a temporary insurance card.

He said he is on a rental now.

Concern: What is he had no insurance? I don't have any uninsured motorist insurance either.

Uninsured motorist is for when someone else, who is not insured wrecks into you. Your insurance would cover damage to any car you damaged, whether they had insurance or not.

I wonder why he turned it into his insurance company if you were willing to take responsibility? You had best give your insurance company a head's up about the matter.

Correction: He said he called my insurance company to file a claim and they gave him the rental car. I don't see an update on my claim online so I will call my insurance company.

Ok, then that is normal.
Called my insurance company. They said other party took his car to a shop of his choice to get it fixed. They will take pictures and repair it and send it to my insurance company. My insurance is providing him a rental car as well. The thing is that the pictures I took, the phone rep was unable to find any dents as well.

This is becoming quite a mystery. I advise that you contact Sherlock Holmes.
