The landlord may be worried about the AC system breaking down or needing maintenance too often. They could be spying on you, but they could also be checking how often your AC is on by looking at whether the fan is spinning in the compressor outside if that is easily visible to them, and then they may be reaching conclusions about the status of doors or other things inside based on what they can see from outside.do they really can do it and give us a notice based on that, as we don’t want to move and we pay in time?
It was good advice to not pay rent in cash without a receipt and to check who really owns the property.
With no lease, the landlord doesn't need any reason to give you 30 days notice to leave, and you don't need any reason either to give 30 days notice if you want to leave. If the landlord does give a reason then some reasons are illegal like discrimination based on race, but I think giving notice out of concern that an AC is being used too often is a legal reason, so I believe the answer to your legal question is yes.
However, many landlords do far worse things than what this person is doing. If you otherwise enjoy living there and the other things like confirming ownership and getting receipts or using a money order are done then I would consider staying there and trying to understand why the landlord is worried about the AC when you are the one paying for electricity.
