Michigan supposedly is tough on drunk drivers and yet it seems too often there is a report of a fatal car accident involving a drunk driver with the drunk driver who caused the accident having numerous DUI arrests/convictions in the past.

I am all for rehabilitation programs but it seems prison is sometimes the only option that works to keep others safe on the roads. Unfortunately in Michigan, a jail sentence generally only comes when there has been the loss of another's life, despite the laws that allow for it - so the drunk driver often continues to (illegally) drive until he kills someone.

I think its like that in most states sadly. Here in CA it seems people get DUI pled down to "Wet Reckless" all the time if there was no property damage or injured person.

To the OP, in addition to all the legal moral answers, I believe the legal answer to the question on refusing sobriety test is yes, it was the right thing to do. Everything I've read online indicates that it makes it a lot easier to defend the charge when there is no BAC result. Of course not being drunk makes it easiest of all.
