He WILL be on probation. Accept that.
Any counseling or classes he has to go to will be regular and he might even be able to go by himself. He can learn all about the bus system. This might also teach him personal responsibility.
While I sympathize with the job situation, you have a choice - either raise the child or don't. You may have to make a tough choice about your work and your schedule. If you do NOT parent and supervise this child, things might only get worse. If he is not being adequately supervised now, this may only be the tip of the iceberg and there may be some other serious problems going on that you might be clueless about.
I can tell you from personal experience that 95+% of the kids with whom the police have regular contact have one thing in common: inadequate supervision! It may be by choice or circumstance, but when parents are not aware of what their kids do, and they do not take immediate and appropriate action, they WILL get in to trouble and they WILL become a police problem.
This is a warning flare ... read it, accept it, and act on it before it is too late.
