... I was 15 so of course I don't have the ppwk. That's why I'm going through the fingerprint process and going to the courts. It was a gun (unloaded) no victim just was seen with it.
As a note, to be charged with menacing, there would have been a "victim" (someone who was threatened). Here is a link to the menacing laws in New York: http://ypdcrime.com/penal.law/article120.htm#p120.13

Your records could have been automatically sealed when you were 15 but, because you have no memory of what really happened, it is impossible to say if the records were sealed or not.

The sealed records have limited access - they are not open to the public - but the records do not disappear. I agree with HighwayMan that your record will not be expunged in New York.

Thank you all for the advice. If it wasn't ordered to be expunged at that time, then it is what it is. I'll find out soon enough as I went through the fingerprinting process to check the background a few days ago. Thank you all again!
