This LL has in my opinion raised the rent so a new tenants terms are different, making it harder to find a new tenant at the same terms on purpose , this is not fair, tell your sis that it may well be worth consulting with a attorney, Ames is not a giant town so she may want to ask a atty first off if he/she has any ongoing business with (landlords name) because if atty does then it may well be best to find another or even see if a there is a atty up in Austin or Albert Lea or just over the border that is licensed to practice in IA so she can get a opinion from a Atty that would not have a conflict of interest. And suggest to her that if the atty also feels this is not fair then perhaps its worth it to her to pay for atty to write a letter calling LL out on the carpet for raising the rent and letting the LL wonder if tenant will push this to end up in court where a judge may agree that the LL s actions are not fair and LL cannot have cake and eat it too on this higher rent.
