What is the name of your state (only U.S. law)? FL

Mom's hot water heater (installed within past year) leaked and damaged neighbor's ceiling.

Mom's insurance company says they don't cover it, and neighbor must claim. Neighbor has $500 deductable. Mom says she'll pay deductable.

Shouldn't mom's insurance cover the whole thing?

If the hot water tank is under a year old and it started leaking, then I'd call up the people who installed it and speak with THEM about the leak. The other option IS for your mom to pay the neighbor's deductible (have them document this payment agreement in writing), let the neighbor file the claim with her insurance company, and let them repair the problem. Once they have repaired the problem, they will determine if they should contact your mom's insurance company. If they get $ back from the insurance company, they will reimburse the neighbor for the deductible. Then, the neighbor can repay the deductible to mom.
