What is the name of your state (only U.S. law)? MO

Sister is helping her son get custody of his child. His ex is going to put a restraining order on my sister, indicating that my sister threaten her, which was not true. Reason for this, my sister had to put one against the ex new boyfriend for the same thing. She has witnesses that heard his verbal threats.

My sister wants to have her (ex wife), cell phone records to show that she did not receive any calls or accepted any calls from her cell, (the ex).

She cannot afford an attorney, so she is going to attempt to do this herself. What process does she need to do to obtain one cell phone records if possible?

Thanks ...
