legality of names in URL's

I was wondering what the legality is of registering, and using the names of State/Federal agencies or institutions as part of a domain name. For example - http://www.USPSislame.com, http://www.UCLAbruinlover.com, etc.
The question is more directed to generating revenue from that website via Banner referrals, etc.

To the extent they go after you, it can be messy and expensive, even if you are in the right.
