The restraining order was obtained by the DOT-OIG's Asset Forfeiture Unit and the DOT-OIG's Special Agent-in-Charge (of 11 states, including Ohio) is Thomas Ullam with the Chicago Regional Investigation Office.

I provided a number earlier where you can get information on filing an FOIA request with his Office.

Megan Gaffney and Matthew Singer are the prosecutors to contact who are with the US Attorney Office's Southern District of Ohio.

The indictment was only partially unsealed. Because this is an ongoing investigation with additional defendants (some known, others still perhaps unknown), there might be good reason to deny a request for a copy of the order.

The warehouses listed in and subject to the order, for example, might be under surveillance to see if other members of this criminal enterprise show up to retrieve goods.

Those involved in these moving company crimes have been able to operate for years without arrest so, although all criminals are stupid, these particular criminals have developed skill in hiding their identities.
