Is there a reason the grandparents can't travel to visit the grandchildren? My folks did this regularly when we lived elsewhere.

I totally agree with this post except for the lead in of the first sentence. I do not recommend asking the NCP to give up some of their limited time when the CP has the lion's share of the time. That is a slap in the face to the NCP, just don't even go there. There's no reason why a CP can't make trips to relatives on CP's time.
I only suggested it perhaps out of sarcasm.... he could try it, but were I the NCP, I'd tell them to go pound rocks! Its the NCP's time, and the CP can use the leave accrued monthly to go visit OP's parents. Not on my (roll playing here!) time!
