Yet another case of, I only want the answers I want to hear;
I need to know the law and what our civil rights are, not adhominems or personal speculations reflecting some agenda.
I want to solve this problem the way I want to and anyone who tells me something different is wrong. I'm really only here to find someone to tell me I'm right.
That would be a typically xenophobic response from a State Supremacist. I need to know my daughters civil rights, what kind of impact a trial would have on her psychologically, my civil rights in lieu of the violations of the CPS dept. and who to trust to do what will benefit her the most. I saw how lengthy trials traumatize people, innocent or otherwise.

Go and deal with this situation with Social Services. Or hire an attorney to advise you.

If you aren't willing to protect your daughter from sexual predators, then you have no business being a parent. IT IS YOUR RESPOSNIBILTY to protect your child through the legal channels. By not reporting this possible crime, you are screaming at the entire world that it is okay for someone to sexually degrade your daughter. Either YOU do something about it, or someone else will.

OP - I would STRONGLY suggest you revise your manner of communication here, or you will find your stay short-lived.

You are the one here asking for free help - we sure didn't seek you out. If you can't be civil, perhaps you need to just go pay a lawyer.

The problem is that the organization tasked with this type of offense is CPS.

Your bizarre fear of them is going to make sure that the pedophile remains free and able to molest other children.

Last, you said your daughter is 14 and this happened when she was ten. Now you say this happened 10 years ago.

Which is it?

I do understand that and Im praying that the incident or incidents didnt actually happen but I nonetheless I believe she is telling the truth. Im not one who takes something this serious lightly. However who can I trust? The police? Social workers & the Social Services Gestapo? Lawyers? these kinds of incidents destroy and/or bankrupt everyone involved and as her father (and sole supporter since her mother is incommunicado) I need to secure her future.
You have no other options other than to ignore it.

The justice system will REQUIRE the intervention of the police and CPS.

The person who did this lied to her by stating that I would not disapprove if he were to touch her private areas or even have sex with her (which is utterly preposterous).
So, what is alleged to have happened? What kind of touching? Where? Was there alleged penal penetration into the vagina? Rectum?

All these have different legal ramifications and will have to be answered when she speaks to the police and CPS.

I havent spoken to him for several weeks now and dont know what the actual truth is yet. If this is true then he owes us restitution.
He can be sued, but the case would still have to be proven. Her saying it happened and relying on a memory from when she was 4 years old is not likely to be too compelling even in a civil trial where the burden of proof is much less than that for a criminal trial.

I have seen a good number of similar cases over the years that have turned out to be false. They have been false not always as a result of intentional lies by the victim, but, by mistaken memories brought forth by the interpretation (or planting) by others, or by events that were greatly exaggerated by a youthful mind. Yes, there are times they are valid, but such predators do not exist in a vacuum and if this happened ten years ago there WILL have been other victims. Until or unless the police and CPS can look into it, this will likely be his word against hers and impossible to show one way or the other.

Depends on the agency. CPS is in violation of the law and cant be trusted. Ive seen how they treat people.
That's about as blatant a misrepresentation or fallacy as it would be for me to say that all people of a certain ethnic group are criminals and cannot be trusted. If you feel that as a result of some documented incidents here or there show that ALL child protection agencies and employees are criminal, then your world is quite a lonely place because you can find people in every profession that have committed some crime or dereliction of duty.

Make no mistake, if this is reported to anyone CPS WILL be involved. Calling them the KGB or Kommissars serves no useful purpose at all. If you don't like CPS for some reason, then keep all of this bottled up, keep it quiet, and don't report it to anyone ... and hope your daughter does not, either. The minute she tells ANYONE about being molested, the cat's out of the bag and CPS in whatever state she is in will be notified. Even counselors have to report sexual assaults.

So, you can either deal with it and help your daughter or you can hide your head in the sand because you feel an agency you have no experience with is tainted because of what someone somewhere else might have been accused of doing.

As for the precinct to contact in Los Angeles, you simply need to find out the precinct that has jurisdiction over the address where this occurred.

And if you try to use an attorney to contact the police, guess what the police are going to say? They will tell the attorney that he is NOT a witness or a victim and therefore they will not talk to him. They will need to talk to the victim or they will NOT take any action. They cannot act on an anonymous complaint, they WILL not investigate the suspect without some kind of victim or witness contact, and CPS WILL have to be involved pursuant to state law.

So, as others have said, either you get past this irrational fear you have of CPS and act in your daughter's best interests and report this, or you better hope that she never tells a living soul about what happened so you can keep it quiet.

The FBI will not investigate. They will turn it over to the LAPD and CPS.

The FBI investigate federal crimes. This is a state offense, not a federal one. The FBI likely would not even take the information from you, your lawyer, or even your daughter. If they did, it would only be so they could forward it to the agencies of jurisdiction - LAPD and LA County CPS.
