In order to legally move away, you need permission from the court. If Dad is okay with the move and doesn't raise a fuss, the court will okay it. Dad has moved as far away as possible within the continental United States, so if Dad doesn't okay the move, he has to counter with a pretty darn compelling reason why the child shouldn't move. So, you have to think what sort of reasons he might come up with and how to counter them. What are the odds that he'd move back to CA just to be difficult?
In order to transfer orders to Oregon, 1) you have to be a resident of Oregon (> 6 months), 2) Dad has to no longer be a resident of CA. Again, what are the odds that he will try to move back to CA?
