The idea is that even with child support, the custodial parent still ends up paying a LOT more then NCP over the course of the year, for all of the things a child needs to survive.

When it comes to taxes, its not even that...although that is a factor. All parents, CPs or NCPs support their children with after tax income. Its simply that deductions and credits are apportioned under the federal tax code. There are always going to be some instances where the federal tax code may not appear to be fair. However, it is what it is and it has to be obeyed.
