My landlord charged me for the propane in the tank when I moved in, can I charge them when I move out?

and I don't think that they do partial fills<<<< propane dealers all run with own policy and if they are the only dealer in a particular town then they can set policies such as 350 gallon fill minimum with a 500 gallon tank BUT many propane dealers will deliver as little as 100 gallons but the price goesd way WAY up per gallon. Bbird how many gallons did the tank hold and
what percent did the gauge show when you moved out? I think you should send the LL a certified letter after the LL addresses your damage deposit funds then remind LL you did pay for propane when moved in and you left X percent =gallons behind so you expect to be reimbursed by them for that or youll ask a judge to decide if the LL owes you for what you left behind!

BTW living where propane tanks are quite common I know of people who had paid 2.84 a gallon for 100 gallons to be delivered when my fill ( 200 gallon min) was 1.97 per gallon, customer owned tank rate and cash discount for paying in cash.

Yes, propane is a scam and it hurts the poor and is poorly regulated despite clearly being a utility.

I don't see propane as a scam, big difference in a couple things , to start with I remember how the price per cubic foot of natural gas via a meter in Minneapolis would sky rocket in January or Feb with surcharges , Propane , once you pay for it that's it the price cannot go up, its yours , customer owned tank VS rental tank, in my area means 20 to 23 cents a gallon difference. Rental tank rates from same supplier are 18.00 a year, My neighbor Heidi has rental tank from same company I some times buy from. Propane is cheaper than fuel oil or electric FOR all comparable uses. Propane companies up here and also in WI ( since I work with people from western WI ) have propane dealers that offer pre buy contracts and fill ups later in the winter are locked in to one price ( electric companies and natural gas companies can/ do add so called surcharges during the winter. Propane dealers in my area will also let customers pay via a budget plan IF your credit is good. Most propane dealers in my area are not part of giant companies they are smaller operators , natural gas companies typically are giant companies. Since I own my tank I can buy from who ever will come here. I suspect most natural gas customers are hostage to who owns the pipes- infrastructure they are connected to.
